I understand it depends on each states wildlife laws, A gamewarden or state forestry person should be able to tell you what to do. Might find it under State forestry even.

I think states differ. I know here in PA, to keep wild animals with an intention to rehabilitate or just to keep, there are state regulations on keeping wild animals. In the case of predatory birds, I think a person needs to be licensed in this state. I'd suggest checking with a local game warden. - tt

Talk to Oregon Dept of Fish and Wildlife they will be the ones to oversee all of the wildlife rehab. Oregon is very similar to Washington with many of its wildlife laws so the process is probably similar. Quite a few hoops to jump through to get licensed but no at all impossible, just takes a bit of focused dedication when dealing with the gooberment
